I assume there’s still the media. So pitch your message to the media. Of course it has to be something newsworthy, though. Offer help related to current events.
And there’s still word of mouth marketing, in some form, viral marketing. Do something silly, something funny, something intriguing that makes people want to talk. And make sure that it also carries your marketing message.

If there were no advertising, you’d have to reply on word of mouth. That would force you to focus all your energy on making better quality products!
